After more than 30 years of technical management experience in Fiberglass (FRP) equipment fabrication, Jess Richter formed Sentinel Consulting, LLC to further his desire for continuing contribution to the industry.  A limited liability company, Sentinel Consulting is dedicated to serving the users and fabricators of FRP equipment. 

In the spring of 1993, Richter managed the accreditation efforts of Tankinetics, Inc., writing and implementing the quality system which resulted in the issuance of the world’s first American Society of Mechanical Engineers (ASME) Boiler and Pressure Vessel Code (BPVC), Section X, Class II certificate.  He managed the fabrication and personally stamped the world’s first Section X, Class II pressure vessel.   That same year, he was successful in securing an ASME RTP-1 certificate for the same company. 

For more than 20 years, Richter has held appointments to the ASME Section X and ASME RTP-1 Subcommittees.  He also serves as a member of The National Board of Boiler and Pressure Vessel Inspectors (NBIC) subgroup on Fiber Reinforced Plastic Pressure Equipment and the ASME Nonmetallic Pressure Piping Standard subgroup on Fabrication and Examination.
